Unfortunately i can't delete any settings since it requires system initialization first:

    Startup Menu

    [1] Download Software
    [2] Erase Flash File
    [3] Password Recovery Procedure
    [4] Enter Diagnostic Mode
    [5] Set Terminal Baud-Rate
    [6] Back
Enter your choice or press 'ESC' to exit:
Warning! About to erase a Flash file.

    Are you sure (Y/N) ? y
Write Flash file name (Up to 8 characters, Enter for none.):config
File config (if present) will be erased after system initialization.

==== Press Enter To Continue ====

Diagnostic mode is useless as well:

    Startup Menu

    [1] Download Software
    [2] Erase Flash File
    [3] Password Recovery Procedure
    [4] Enter Diagnostic Mode
    [5] Set Terminal Baud-Rate
    [6] Back
Enter your choice or press 'ESC' to exit:

The diagnostic will be activated after the system startup.

==== Press Enter To Continue ====

Firmware update changed nothing (only firmware available is TL-SL3428_v2_070808):

    Startup Menu

    [1] Download Software
    [2] Erase Flash File
    [3] Password Recovery Procedure
    [4] Enter Diagnostic Mode
    [5] Set Terminal Baud-Rate
    [6] Back
Enter your choice or press 'ESC' to exit:
    Downloading code using XMODEM.
    -- Download complete --

    Calculating file's checksum...OK

    Erasing FLASH ->>>>>>>>>>>>>>>>>>>>>>>>>

    Writing to flash 0x30a500 records...
    Setting checksum: 0x1835d889 , Address: 0x0
    OK.
    Flash programming success.

    Perform WARM BOOT ...

And it returns to previous state described initially ...

    Thank you for any assistance.

In my opinion, you need contact with tp-link. This is the old switch, Maybe they will suggest you RMA directly.
