    I solved the problem with TL-MR6400(EU)_V2_170912

    Modifications and Bug Fixes Bug Fixed:
    1. Fixed the bug that slaac cannot connect to IPv6 network in EWAN mode.
    2. Fixed the bug that IPSec VPN data cannot be passed.
    3. Fixed the bug that device may fail to dial up if the ISP has more than one network type.
    Notes For TL-MR6400(EU)_V2.0.

    did you install it on v1 versions? (1.0.12 Build 160322 Rel.33912n)
    have you already had v2 versions?

    I wrote to support(support@tp-link.com) and they sent me the firmware MR6400_voip_beta_2016-09-06_15.01.35
    I installed it after restoring the Factory Defaults and everything works:VPN and VOIP
